Brazil Approves Measure Granting Permanent Residency to Foreign Real Estate Investors
The Brazilian government has taken a significant step toward attracting international investors by advancing a policy that grants permanent residency to foreigners who purchase real estate in the country. Initially created in 2018 by a resolution from the Ministry of Justice, the so-called “Brazilian Golden Visa” had never been implemented — until now.
In March 2025, the initiative gained new momentum when the Ministry of Tourism and the Federal Council of Real Estate Brokers (Cofeci) signed a memorandum of understanding during the MIPIM real estate event in France, signaling the official start of its implementation.
Under the new guidelines, foreign nationals may apply for permanent residency in Brazil by purchasing real estate valued at a minimum of R$1 million in the South, Southeast, and Central-West regions, or R$700,000 in the North and Northeast regions. The measure is designed to boost the local real estate sector and attract foreign capital, offering long-term legal stability and investment opportunities in one of Latin America’s most dynamic economies.
The first practical step toward implementation will be the International Congress of the Real Estate Market (CIMI360), scheduled to take place from October 23 to 25, 2025, in São Paulo. The event will bring together government representatives, market professionals, and investors to present the program and highlight real opportunities across various regions of Brazil.
